


On 1 November 2025, Australia entered a new era in aged care with the launch of the Support at Home program, part of the new Aged Care Act 2024.
At Australian Multicultural Community Services (AMCS), we’ve been working tirelessly to prepare for these major reforms. Our focus has been to make the transition as smooth and transparent as possible for our clients, families, and community.
You may have heard of the Home Care Packages (HCP) program, this is the same type of support, but with important improvements. The new Support at Home program brings together multiple government-funded home care programs into one simplified and coordinated system. It’s designed to make it easier for older Australians to get the help they need to live safely, comfortably, and independently at home.

These changes are part of the government’s response to the Royal Commission into Aged Care Quality and Safety, which called for a fairer, more transparent, and person-centred aged care system. The Aged Care Act 2024 strengthens older people’s rights and ensures that care is delivered with dignity, respect, and accountability.
We know that the terminology in aged care can already feel complex, and some words are changing again with these reforms. For example, the “Home Care Package Program” will now be referred to as the Support at Home Program. While the intent and services remain similar, the way they are managed and funded is evolving to better meet each person’s individual needs.
